On Monday, April 7, Myers and Stauffer, the contractor conducting the Medicaid Disproportionate Share Hospital (DSH) Audits for Kentucky Medicaid, distributed to hospitals by mail the fee for service (FFS) crossover and managed care organization (MCO) paid claims listing needed to complete the data submission required for the Medicaid DSH Surveys. The revised due date for the DSH survey is now April 25.

Hospitals are encouraged to submit the most complete and accurate data possible, keeping in mind the definition of uncompensated care. The 2011 audit year is the first year that hospitals may be subject to return a portion of their DSH payments if they are unable to document uncompensated care cost in excess of their Medicaid DSH payments received. In prior years since the findings were informational and hospitals were not subject to recoupments, many hospitals may not have filed all uncompensated care cost. Instead, they just filed enough cost to “cover” the amount of Medicaid DSH received.

KHA Solutions Group, the Safety Net Hospitals for Pharmaceutical Access (SNHPA) and the Kentucky Chapter of the Healthcare Financial Management Association (HFMA) invite you to a complimentary forum covering critical issues relating to the federal 340B drug discount program. The program will be held on Friday, May 16, from 8:30 a.m. until 3:00 p.m. (ET) at the University of Kentucky College of Medicine in Lexington.

This event, which is exclusively for Kentucky 340B hospitals and health systems, will provide a closer look at the ongoing debate in Congress about hospitals’ use of the 340B program. As you know, the program faces growing criticism from powerful interest groups and influential lawmakers.

The forum will address these issues as well as cover operational and compliance aspects of 340B. In addition to an in-depth 340B briefing, attendees will hear about the latest developments in Washington that affect the Kentucky hospital community.

KHA has received a grant from the Anthem Foundation to support the “Improving Patient Safety for Mom and Baby” initiative. The project kicks off March 28 with a webinar at 10:00 a.m. (ET).

KHA encourages all Kentucky birthing hospitals to participate in this worthwhile project. Please see the commitment form, due April 15, for more details. If you need more time, please contact one of the staff members below as soon as possible.

Kentucky hospitals that offer birthing services already strive to provide the best and safest care for moms and babies, and want Kentucky to show the best possible outcomes, both short term and long term. Unfortunately the commonwealth still has lower rankings in several areas:

Kentucky's most recent six-month rate of Early Elective Deliveries is 10.9 percent, which is still significantly higher than...

This year, KHA is excited to announce a Physician Track at the 85th Annual Convention, May 8-9 in Lexington. As more and more physicians practices integrate with hospitals across the state and processes related to quality, safety and patient-centered care move to the forefront, the KHA Board of Trustees recognized the need to provide topics of interest to physician partners.

This year’s new Physician track will cover Crisis Standards of Care: What Happens When Disaster Strikes, an offering inspired by Katrina health care tragedies and their analysis. It also will offer a session on Managing Risk through Collaboration: The Value of Integrating Service Lines discussing Emergency Physician and Anesthesia shared processes. Ron Teague will lead a presentation on Building the Integrated Delivery Platform: Hospitals and Physicians Working Together for Community Health. In addition, the educational activity is designated for a maximum of 3.50 AMA PRA Category 1 Credits.

For the Medicare Fee-for-Service (FFS) program, claims with dates-of-service or dates-of-discharge on or after April 1, 2013, will continue to incur a 2 percent reduction in Medicare payment through March 31, 2015, due to "Sequestration." Claims for durable medical equipment (DME), prosthetics, orthotics and supplies, including claims under the DME Competitive Bidding Program, will continue to be reduced by 2 percent based upon whether the date-of-service, or the start date for rental equipment or multi-day supplies, is on or after April 1, 2013.

The claims payment adjustment will continue to be applied to all claims after determining coinsurance, any applicable deductible and any applicable Medicare Secondary Payment adjustments. Though beneficiary payments for deductibles and coinsurance are not subject to the 2 percent payment reduction, Medicare’s payment to beneficiaries for unassigned claims is subject to the 2 percent reduction. The Centers for Medicare and Medicaid Services (CMS) is encouraging...

Ron Galloway, a highly regarded speaker nationally, will open the KHA 85th Annual Convention on May 9.  In his presentation, “Ambient Intelligence:  What Is It and How Will It Change Hospitals?”, Galloway will discuss trends in data technology specific to hospitals and how they will integrate and ultimately enhance each other to the benefit of the patient.  Technology advancements are already making it possible to monitor patients remotely and, together with information from the patient’s electronic medical record, it will be possible to determine protocols to be followed when data indicates a change in the patient’s condition.

Register NOW for KHA’s 85th Annual Convention, May 8-9 in Lexington.  Online registration is available at https://secure.kyha.com/imispublic/. Additional information is available at http://convention.kyha.com.
