Hospital CEOs were sent proofs of each facility's economic importance report just before Thanksgiving. KHA asked for any updates or data clarification you would like to provide at that time. Today was the deadline to return those to KHA.

Staff is making updates to the reports, working with your teams and sending completed documents out as they are completed. If you have not already contacted Ginger Dreyer and still want to continue reviewing your report, please email (gdreyer@kyha.com) or call (502-426-6220 or 800-945-4542).

Thank you for all your assistance in making these reports as accurate as possible.

Final Report Cover ImageKHA had an outstanding legislative session this year. All of our priority bills passed unanimously and were then signed by the Governor! This success was made possible through the collective efforts of the members and your assistance in contacting your local legislators.

Please review the 2019 Kentucky General Assembly Final Report for Hospitals, which contains a summary of KHA’s priority bills, including a detailed description of HB 320 which will provide supplemental Medicaid payments to hospitals. Information...

Most new laws approved during the Kentucky General Assembly's 2018 session will go into effect on Saturday, July 14. KHA’s priorities all become effective on July 14, except for SB 112 (Alvarado), telehealth legislation, which contained a special effective date of July 1, 2019.

The Kentucky Constitution specifies that new laws take effect 90 days after the adjournment of the legislature unless they have a special effective date, are general appropriations measures, or include an emergency clause that makes them effective immediately upon becoming law. Final adjournment of the 2018 Regular Session was on April 14, making July 14 the effective date for most bills.

KHA had a victorious 2018 legislative session with KHA priorities becoming law. This success was made possible through the assistance of you and the entire KHA membership. KHA’s Legislative Platform priorities of an updated methodology for the distribution of DSH funding, peer review process confidentiality, a streamlined physician and provider credentialing process, telehealth legislation and a streamlined certificate of need process were all passed into law. New laws passed by the General Assembly that do not include an emergency clause or a different specified effective date go into effect on July 14.

We appreciate your help on legislative and regulatory issues affecting hospitals. Your work in this process is invaluable. When hospitals combine their strength and collectively express their concerns to elected officials, more can be accomplished.

The status of the Disproportionate Share Hospital (DSH) surveys for respective State Fiscal Years (SFY) is now available. Several facilities are listed for the 2014 reviews and are requested to submit their information as soon as possible if they have not.

Final settlements and resolution of appeals of prior SFYs are currently underway in abeyance pending the result of ongoing litigation at the federal level regarding payments from Third-party Payors.

Kaiser State Health Facts just released average costs per inpatient day in 2014, organized by hospital ownership type, in all 50 states and the District of Columbia. The data includes all operating and nonoperating expenses for registered U.S. community hospitals, defined as public, nonfederal, short-term general and other special hospitals. They are an estimate of expenses incurred in a day of inpatient care and are adjusted higher to include an estimate of the volume of outpatient services. Kentucky’s inpatient cost per day continues to rank below the average for the nation:

 State/Local Government Hospitals  $ 1,974  $ 1,922

A report yesterday from the Kentucky Office of Drug Control Policy underscores the dangers of fentanyl, an extremely potent opioid that is leading to more overdose deaths, often because dealers mix it with heroin and sell the lethal blend to unwitting addicts.

Fentanyl-related deaths have been on the rise across the country over the past year, and experts say many addicts are not aware they are consuming the drug. It is 30 to 50 times more potent than heroin and can prove deadly at very low levels, according to the U.S. Drug Enforcement Administration (DEA).

In Kentucky, fentanyl was a factor in 420 fatal overdoses in 2015, up from 121 in the previous year. The drug contributed to 34 percent of all overdose deaths in the state, frequently in combination with heroin or other drugs.

Overall, fatal overdoses totaled 1,248 last year, compared to 1,071 in 2014. Heroin was detected in 28 percent of cases, consistent with the previous year. However, as a total, heroin-related deaths...

On Friday, May 8, KHA hosted a press conference to announce the publication of a new report outlining the changes Kentucky hospitals are facing in the wake of the nearly $7 billion in federal cuts they will suffer through 2024.

The report details an analysis, by the national consulting firm of Dobson/DaVanzo, of the impact these payment cuts will have on the financial bottom line of Kentucky hospitals. The analysis found Kentucky hospitals will lose more money than they gain in new revenue from expanded health insurance coverage. KHA supports the governor’s decision to expand Medicaid and the significant revenue it generates; however, the new expansion revenue is less than the cuts Kentucky hospitals will experience in order to finance the Affordable Care Act (ACA).

KHA also released the results of a survey...

KHA has published its final report on the 2015 Kentucky General Assembly Session. The report was sent to hospital chief executive officers this week. With the close of the 2015 Session, few issues that are important to Kentucky’s health community received passage. However, many important priorities were protected and maintained – certificate of need and the Medicaid Disproportionate Share Hospital (DSH) program were maintained and there was no increase in the hospital provider tax.

Comprehensive legislation to deal with the heroin problem in Kentucky passed this session. It includes more treatment options for addicts seeking help, including more services to be delivered by hospitals. SB 192 passed the General Assembly just hours before adjournment of the 2015 Session, was signed into law by Governor Steve Beshear later that morning and became effective immediately as it included an emergency clause.

All legislation passed during the 2015 Session becomes effective on June 25, 2015, except...

KHA has created a report examining the latest utilization trends for hospitals in Kentucky. The report (available at http://www.new-kyha.com/Portals/5/NewsDocs/UtilizationTrends20140806.pdf) includes data from the first quarter of 2009 through the first quarter of 2014.

With the addition of data from 2014, the impact of the Medicaid Expansion is demonstrated in the shift of total cases for Self Pay and Charity to Medicaid. For the types of cases examined, both inpatient and outpatient, this shift is evident.

Acute adult and pediatric cases continue to trend downward. Psychiatric and chemical dependency cases have an overall upward trend, but have experienced three quarters of continued decline. Conversely, physical rehabilitation cases trend slightly up, with increases in cases over the last three quarters.

The trend for outpatient cases with surgical procedures has remained flat. The large drop in the first quarter of 2013 reflects under-reporting by a major provider. Historically,...

On July 11, the Centers for Medicare and Medicaid Services (CMS) released its monthly report on applications, eligibility determinations and enrollment for May 2014. As of the end of May, 6.7 million more individuals were enrolled nationwide in Medicaid or the Children's Health Insurance Program (CHIP) as compared to the baseline period from July through September 2013, an increase of 11.4 percent. Growth was more pronounced in the 26 states (including the District of Columbia) that had adopted and implemented the Medicaid expansion by the end of May. Enrollment in those states rose by 17 percent, while states that have not expanded reported only a 3 percent increase.

This monthly report on state Medicaid and the Children’s Health Insurance Program (CHIP) data represents state Medicaid and CHIP agencies’ eligibility activity for the calendar month of May 2014 . The data included in this report were submitted to CMS from state Medicaid and CHIP agencies as part of the Medicaid and CHIP Performance Indicator process.

Copies were also shared with the media and Kentucky’s elected officials.

The value of community benefit programs and services provided by Kentucky hospitals totaled nearly $2.18 billion in 2012, according to the new report. That is up from nearly $1.96 billion just one year prior. The total includes $451 million in financial assistance/charity care, which has more than doubled in three years, and other costs such as community health improvement services, health professions education, research, bad debt and the unpaid costs of Medicaid and Medicare....
